Last week, the Andhra Pradesh High Court sought responses from the Central and State Governments on a Public Interest Litigation (PIL) Petition seeking a dedicated optical fibre network to support the IT infrastructure of the District and Mofussil courts. Judge Arup Kumar Goswami and Justice Ninala Jayasurya sat on the bench and issued the notices, which were to be returned within 8 weeks. An earlier order of the Delhi High Court directing the installation of fibre optic lines in Delhi courts to facilitate virtual hearings had asked the petitioners to make a formal representation before the concerned departments. According to the Government of India, as part of the e-Courts Project, 2927 court complexes across India have been linked by a high-speed Wide Area Network (WAN) (till December 2020).

The Department of Justice, in collaboration with the Supreme Court of India's e-Committee, devised one of the world's largest digital networks, the e-Courts Project, to connect the 2992 court complexes located throughout India by a high-speed Wide Area Network (WAN) using various modes of connectivity such as Optical Fiber Cable (OFC), Radio Frequency (RF), and Very Small Aperture Terminal (VSAT). Under Prime Minister Narendra Modi's leadership, the Centrally Sponsored Scheme (CSS) to Develop Infrastructure Facilities for the Judiciary will be extended for another five years, from April 1, 2021 to March 31, 2026. The scheme will cost Rs 9000 crore in total, with the Centre contributing Rs 5357 crore, including Rs 50 crore for the implementation of the Gram Nyayalayas Scheme as part of the National Mission for Justice and Lawful Policy changes. In related news, the Himachal Pradesh High Court recently stated that, in light of the Covid-19 pandemic, access to Internet services has become extremely important. "The need of the hour is to provide adequate bandwidth, network-attached storage, and routers, among other things, to facilitate the conduct of educational courses, conferences, court proceedings, and so on a virtual platform."
