The Patna High Court on Tuesday observed that the significant role played by the media can help to prevent the pain, suffering, and anguish of people during the anticipated third wave of Covid-19, emphasising that the policy of "Testing, Tracking, and Treatment" needs to be implemented with greater vigour in Bihar. On the issue of vaccination, the Bench of Chief Justice Sanjay Karol and Justice S. Kumar noted that the affidavit filed by the State Government (in response to the Court's previous order) was vague, inasmuch as it did not specify the number of people eligible to be vaccinated, particularly in rural areas. " Is the government providing a sufficient number of doses of vaccine? If this is not the case, what is the status of the request for increased quotas for allotment to the Union of India? ... The affidavit states that 71 percent of the State's urban population is vaccinated, but it is conspicuously silent about the eligible population living in rural areas "The Court made this observation.

The Court went on to say that the State Government had launched a campaign called Mission Mode "Six Crores in Six Months," and that as of July 21st, 2021, 2.20 Cr. Vaccine doses were administered, but the Court remarked: "What we want to know is whether or not this process can be sped up. Is it due to a lack of vaccination; a lack of infrastructure required for inoculation; or a lack of willingness/ hesitation on the part of the people to get themselves vaccinated?" As a result, the Court ordered the Principal Secretary (Health), Government of Bihar, Patna, to file a supplementary affidavit focusing broadly on two aspects, namely vaccination and the availability of health infrastructure at the district/sub-divisional level, both of which are generally and required for dealing with Covid-19, and scheduled the matter for further hearing on July 30.

Finally, the Court stated that the role of the media is critical in informing people about the importance of maintaining their hand, respiratory, and social hygiene, particularly in maintaining social distance in public places.
