[In re Bruno] The Kerala High Court ordered that signposts be erected to avoid harassment of those feeding stray dogs at designated feeding stations. The Court also ordered that all pet owners in the state register and license their pets. After news reports appeared of widespread killing of stray dogs in the region, the Kerala high court issued orders on Wednesday to set up special feeding places for community canines in the Thrikkakara Municipality (In Re: Bruno (Suo Motu) Public Interest Litigation). The Court issued the order in the Public Interest Litigation proceedings, which were brought suo motu to investigate the State Government's executive and legislative inactivity on animal protection.
The case was formerly called In Re: Bruno in honor of Bruno, a Labrador dog that was cruelly slain by three teenagers in the state. A Division Bench of Justices AK Jayasankaran Nambiar and Gopinath P ordered that, in addition to establishing feeding points in areas identified as suitable by the municipality, signposts be erected to ensure that people feeding community dogs in those areas are not harassed by the public or law enforcement authorities. "We instruct the Thrikkakara Municipality to build signposts at these sites designating them as community dog feeding spots, as well as to give details of these locations to the SHO of the various police stations with authority over the abovementioned areas." This is to guarantee that members of the public who feed community dogs at the designated sites are not harassed while doing so and that in the case of harassment, the appropriate police authorities can respond to the complaint submitted by such individuals. The signposts installed at the feeding locations might also indicate that the area is a no-plastic zone, in keeping with the Municipality's efforts," the Court stated.
The Corporations of Thiruvananthapuram, Kollam, Trichur, Kochi, Kozhikode, and Kannur were also ordered by the Court to identify suitable locations within their territorial limits to be designated as feeding points for community dogs and to erect signposts at the said locations after informing the concerned Police Stations. It also ordered the Corporations of Thiruvananthapuram, Kollam, Trichur, Kochi, Kozhikode, and Kannur to take immediate steps to register and license pet dogs within their respective territorial limits, as the Court had previously directed and as the State Government had issued a circular in this regard. On September 3, 2021, the issue will be revisited.
