After observing that State bodies have failed to uphold citizen rights to a clean environment, the National Green Tribunal revoked Haryana for failure to take any corrective measures for the control of sewage overflow on the National Highway-19. The Court dealt with an issue of the overflowing of sewerages by the road and the stretch of Delhi – Agra Highway from the Seekri village in the Faridabad district of Haryana. The State was given the last chance to take appropriate corrective actions within three months by a bank-led by Chairman Adarsh Kumar Goel. "The progress on this subject is seen to be scarcely satisfactory. A clear failure of the authorities to maintain the right of citizens to a safe and clean environment was demonstrated by the overflowing waste of the village." The Tribunal stated.

In addition, it said: "There has been no ban on work being awarded to a single tenderer. The work of such an urgent nature is also not prohibited on a ministerial basis. Moreover, without any firm commitment, the establishment of long deadlines is also a matter of concern and failure by the authorities concerned. Therefore, the case is made in relation to such serious failures and positions for coercion against the officers concerned." The development came after a status report was submitted by Haryana, the Additional Chief Secretary for Development and Panchayat Department, on behalf of The State Pollution Control Council on 5 July 2021 that the necessary money had been approved, and that a Tender was issued for the same. It was also reported that the work is expected to be finished by 31 March next year. The Tribunal stated when it followed the status report: "Even the matter of tenders cannot be finalized for a year and a half, although this is so urgent. It is difficult to accept.

The plea for a single tender or for no one available to perform the work demonstrates a lack of awareness of environmental concerns." "Furthermore, there is no prohibition for departmental work of such an urgent nature. Moreover, the long deadlines are also a matter of concern and failure in the matter for the authorities concerned, without any strong commitment." The Tribunal has also directed the Department of Haryana's Additional Chief Secretary for Development and Panchayat to stay in person on December 7, 2021.
