The Uttar Pradesh State Law Committee (UPC) has drafted and invited proposals from the public in general for a draft of the Uttar Pradesh Population Bill (Control, Stabilization and Welfare) of 2021. Proposals for the draft bill must be sent by e-mail or mail no later than 19 July 2021. The draft 'Population Control Bill 2021' comes from the UP State Law Commission. The proposal makes it clear that the State law Commission, U.P. is currently developing a bill for controlling, stabilizing and protecting the population of the State. The Bill seeks to revitalize efforts to control, stabilize and provide public welfare by implementing and promoting the two-child standard as well as for issues related to and incidental to that standard.

Anyone who procreates longer than two children after the start of the Act is not entitled to the following in contravention of the two-child norm:

  • Local authority contest elections or any local autonomous government body
  • Apply for State Government employees.
  • Unqualified for public service promotion
  • Any type of government subsidy is not eligible for 
  • Rational Card Limit Up to four units 
  • Dismissing the benefit of welfare schemes supported by government, The following benefits shall be given to public officials under the control of the government of the State who adopt a two-child rule by voluntary operation of sterilization on themselves or their spouse
  • During the entire service, two further increases; 
  • Subsidies from the Housing Board Development Authority to purchase plot or house, as may be stipulated;
  • Rebates, as prescribed in respect of charges for services such as water, electricity, water or household tax; 
  • Maternity or, where appropriate, paternity leave of 12 months with full salaries and allowances;
  • Free medical facilities and spouse insurance;

Additional characteristics of the Bill - A couple who are below the poverty line and are subject to a child or a spouse who are voluntarily sterilized are eligible for a one-time lump sum of rupees of eighty thousand when a child is a boy and one lakh when a single child is a girl. - The State Governments shall take action for group insurance as soon as possible after the commencement of this Act to cover a couple's claim for compensation where the woman is operated on or the wife of the man is operating.
