In order to prevent and control bad odours, the National Green Tribunal has brought down the Delhi Jal Board from a Delhi Kondli sewage treatment facility. The Board has therefore directed the Central Pollution Control Board, until it complies, to pay Rs. 5 lakh per month as a cost. The quantity is used for environmental restoration. The Bench, led by its chairman Adarsh Kumar Goel, noted that, despite its earlier commitment to instal an effective odour control system, the Delhi Jal board was taking a contrary position saying that small steps would be sufficient to address the situation: "We don't understand why DJB is now avoiding responsibility and arguing against the need for small actions and an odour control system. This stand runs counter to the public interest and infringement of this Tribunal's order."

It also said: In addition "It is clear that the DJB fails to fulfil its duty to prevent odour at STP and that only odour control has been superficially taken. The problem has persisted for a long time but a plea is made to justify inaction." The Court dealt with a plea regarding correctional measures to be adopted to control the problem of poor odour caused by that STP. The Tribunal found the Delhi Jal Board stand disappointing, noting that the matter had been pending and heard by the Tribunal over the past two years. The DJB submitted on 31 May 2021 an action report stating that the dose of Ferric chloride was started on 17 May, thereby significantly reducing bad odour. The Tribunal noted that in this connection: "The doses of Ferric Chloride, Primary Thickener-A and some plants alone cannot be considered adequate." "Accordingly, the DJB is responsible for paying Rs. 5 lakh per month from 01.06.2021 until compliance in accordance with an order dated 23.02.2021. The CEO, DJB, is responsible for the implementation, "Directed by the Tribunal. It clarified, however, that the amount of costs to be used for environmental restoration shall be deposited with the CPCB.

The issue is now to be discussed on 28 October.
