The Central Motor Vehicles Rules were revised by the Union Government to include special provisions for the registration of vintage motor vehicles, which were previously unavailable. The amended Rules define a 'Vintage Motor Vehicle' as any vehicle classified under the vintage vehicle category as defined in this order for L1 and L2 categories (two-wheelers) and vehicles (four-wheelers) from fifty years of age and older that were initially registered or first sold after that date that fall under the M1 vehicle category including any vehicle imported into India, and which is more than fifty years old from the date of first registration after the first sale of the vehicle. Such a vehicle must be kept in its original state and must not have received any significant overhaul, which includes any modifications to the chassis, body shell, or engine.

If the vehicle has already been registered in India, the following documents must be submitted with the application for registration:

(1) a policy of insurance;

(2) the appropriate fee as specified in rule 81;

(3) an importation bill of entry in the case of a vintage motor vehicle;

(4) the vehicle's old registration certificate in the case of a vehicle that has already been registered in India. It costs twenty thousand rupees to register a vintage motor vehicle and to receive an identification card, and it costs five thousand dollars to renew a vintage motor vehicle's registration.

The owners of the car will be assigned a registration mark consisting of the letters "XX VA YY ****" when they register the vehicle. VA is an abbreviation for Vintage, XX is an abbreviation for State code, YY will be a two-letter series, and **** is a number ranging from 0001 to 9999 that has been assigned by the State Registration Authority. It is possible to renew the certificate of registration for an additional five years after the first ten-year period has expired. The guidelines further state that vintage motor vehicles are not permitted to be driven or operated on public roads for regular reasons and are not permitted to be used for any commercial purposes of any kind whatsoever.
