The National Green Tribunal (NGT) has formed a five-member committee to recommend remedial measures against groundwater contamination in Haryana. The National Green Tribunal has formed a five-member joint committee to suggest remedial steps to prevent ground water pollution in a hamlet in Haryana's Sangrur District. A bench led by Tribunal chairperson Adarsh Kumar Goel was hearing a case in which the applicant referred to a Hindustan Times report titled 'Sangrur tubewell spews out polluted water; PPCB blames dismantled factor' dated July 8, 2021. As a result, it was declared that the ground water was polluted, and coloured water was pouring out of the tubewells, posing a risk to public health.
In light of the aforementioned submission, the Tribunal made the following observations: "If the report is true, contaminated water has the potential to harm local residents. In such a circumstance, it is the state's obligation to take corrective action to protect residents' right to clean water." As a result, the Tribunal formed a five-member joint committee, which included a Regional Officer of the CPCB, MoEF&CC, Chandigarh, State PCB, a nominee of the Secretary of the Punjab Environment Department, and a District Magistrate. As a result, the committee has been entrusted with visiting the site, speaking with stakeholders, assessing the situation on the ground, and recommending the necessary actions.
The Tribunal instructed the committee to provide a report within two months and to do the following: • The Committee may determine the number of tube wells discharging coloured water, their depth, the state of the aquifer in terms of movement and contamination, the characteristics of contaminated water in relation to effluent sludge disposed by the industry in question - dyes and dye intermediates, the impact on agricultural crops, and bio-magnification in agro products. • It may provide recommendations on a short- and long-term basis, taking into account agronomy and public health, remediation plans, and the cost of such remediation. • For coordination and compliance, the CPCB and the State PCB shall serve as the nodal agencies. The committee's first meeting may be held within two weeks. The case will be heard on November 12th.
