The Karnataka government informed the Karnataka High Court on Tuesday that it has made provisions for one percent horizontal reservation for transgender people in government employment, making it the first state in India to do so. It was informed of amendments to Karnataka Civil Services Recruitment General (Rules), 1977 for the reservation of Chief Justice Bench of Abhay Shreeniwas Oka, and to Justice Suraj Govindaraj, that this reservation had to be made. "We studied the State government's amendments to the Karnataka Civil Services General Recruitment (Rules), 1977, by incorporating sub rule 1 (D) in rule 9 in the Karnataka Civil Services Recruitment Amendment (Rules), 2021. Clause 1 D establishes a one-percentage-point horizontal reservation for transgender people "The Court made a note of it in its decision.

The Court heard a request for a horizontal reservation on public employment for transgender people. The Division Benches was informed further by the Central government's counsel that the National Commission for Backward Classes (NCBC) submitted a report recommending reserve for transgender people and, therefore, the State Government was instructed to do so. The National Commission for Backward classes (NCBC) submitted its report. The NCBC's report, as well as the statement of objections, will be presented to the Court within two weeks, according to the Court's instructions. Senior counsel for the intervener Jayna Kothari, Jeeva, a transgender person’s association, informed the Court that a request to make the notices of transnational employees for the purpose of providing them with a job reservation for transgendered persons would be made by the State authorities. As the hearing concluded, Kothari stated, "This is the country's first state to implement and provide transgender reservations. This is a very significant development. We must congratulate my learned friend, VijayaKumar Patil, for pushing this." "It's all because of the Court's orders," Patil explained.
