The Permanent Court of Arbitration (PCA) has released its 2023 Annual Report, revealing a year marked by exceptional growth and historic achievements. The PCA registered an unparalleled 82 new cases throughout 2023, the highest number ever received by the organization in a single calendar year. This milestone surpasses the previous record of 59 cases set in 2020 and nearly equals the combined total of 90 cases from 2021 and 2022.

 

Unprecedented Growth and Global Expansion

The remarkable increase in case registrations is a testament to the PCA's expanding role in international dispute resolution. In 2023, the PCA's International Bureau provided registry services in a total of 246 cases, with 82 new cases reflecting the organization's growing appeal and trust among global parties. These cases involved participants from over 110 countries, ensuring representation from each of the United Nations Regional Groups.

To further enhance its global accessibility and reach, the PCA concluded cooperation agreements with the Lagos Chamber of Commerce International Arbitration Centre (LACIAC) and the Scottish Arbitration Centre. These agreements are part of the PCA's ongoing mission to be available "to all" and "at all times," facilitating hearings and meetings worldwide.

Moreover, 2023 marked the first full year of operations for the PCA’s new offices in Vienna, Austria, and Ha Noi, Vietnam. With these additions, the PCA now operates six offices globally, including its headquarters at the Peace Palace in The Hague, The Netherlands.

 

Commemorating 125 Years of Peaceful Dispute Resolution

The PCA’s 2023 Annual Report also details the preparations for the organization’s 125th anniversary celebrations in 2024. In April 2023, the PCA Administrative Council adopted a resolution to celebrate this significant milestone and formed a Special Working Group to propose commemorative activities. The anniversary underscores the PCA's long-standing commitment to facilitating the peaceful settlement of international disputes.

In recognition of this milestone, on August 3, 2023, the United Nations General Assembly adopted Resolution 77/322. This resolution celebrates the PCA’s 125th anniversary, acknowledges its vital contributions to peaceful dispute resolution, and encourages all UN Member States to utilize the PCA's services. Additionally, it urges Member States that have not yet done so to accede to the Conventions for the Pacific Settlement of International Disputes of 1899 and 1907.

 

Expanding Services and Capabilities

In 2023, the PCA received 58 requests related to its appointing authority services, further highlighting its expanding role and capabilities. The organization's broad service portfolio, which includes arbitration, conciliation, mediation, and commissions of inquiry, continues to grow in demand as parties from diverse geopolitical regions seek impartial and effective dispute resolution mechanisms.
