For five years from 1 April 2021 to 31 March 2026 the Central Government has approved the continuation of the Central Sponsored System (CSS) for Infrastructure Development for Judiciary at a total cost of Rs. 9 000 crores. According to a press release issued by the Ministry of Law and Justice, the Central share will be Rs. 5,357 crores, including Rs. 50 crores for the Gram Nyayalayas Scheme and its implementation. According to the press release, this proposal will help fund the construction of 3,800 court halls and 4,000 residential units for judicial officers of district and subordinate courts (both new and ongoing projects), as well as 1,450 lawyer halls, 1,450 toilet complexes, and 3,800 digital computer rooms.
According to the press release, several courts in India are still operating in rented premises with insufficient space and some in dilapidated conditions lacking basic amenities. "All judicial officers' work and performance suffer as a result of the lack of residential accommodation. The current government has remained sensitive to the need to provide subordinate judiciaries with well-equipped judicial infrastructure to facilitate administration of justice in a way that allows easy access and timely delivery of justice to all. The sufficiency of judicial infrastructure is critical for reducing case pendency and backlogs in courts "According to the press release. The Union Cabinet also approved a decision to provide recurring and non-recurring grants to Gram Nyayalayas for a five-year period, with a total outlay of Rs 50 crores. However, funds will only be released to states after the notified Gram Nyayalayas have been operationalized and Nyayadhikaris have been appointed and reported on the Department of Justice's Gram Nyayalaya portal.
The Gram Nyayalaya portal helps the implementing States to monitor their functioning online. The Centrally Sponsored Scheme (CSS) for Development of Judiciary Infrastructure Facilities has been in place since 1993-94.
